In Orwell´s "1984" - The "Brotherhood" was the secret rebellion to overthrow governments. They would sware to stop at no end to achieve their aim to topple tyranny. Any kind of violence against any kind of target was acceptable as long as it created distrust of the government. At least this is the view of O´Neil in his secret meeting with Winston and Julia.
