Original Message In 2013 when it shut down, the Office of Special Counsel stopped investigating cases of government wrongdoing. Of the pending investigations that stopped, 37 involve health and safety, including 19 that involve complaints of improper medical care at Veterans Administration hospitals. Investigations of overtime abuse also stalled. Whistleblowers could not report wrongdoing during the shutdown. The agency furloughed 107 of its 110 staff.
