Keep in mind that all reported cases require a PCR to be considered confirmed in most countries. So what happens when cases start to rise? More people need to be tested and in general more people will have close contacts with positive contacts. Demand for testing surges and countries tend to run out of supplies. As the time to actually get tested increases more and more people will actually get tested later on in their infection where a positive result is less likely. This will also decrease the demand for testing because it's perceived as useless, there is no point in knowing you where sick with covid last week but maybe got over it. The confirmed number tends to work at the initial peak but loses correlation with actual infections as cases outnumber contact tracing ability and then testing capacity.
