The State of California does not allow for private repeaters on State government property. You can still put them up on private property and follow the FCC rules. Repeaters are rather expensive and require some maintenance. That said, in a SHTF world, I have no idea how many repeaters would stay up and running. Either they have no power OR certain elements might "take them out". Practice communicating on simplex. Radio to radio(s). You will not get the distance but it is a reliable type of comm. Also, practice with low power. You might have to power up with an inverter if the electricity goes out. [/quote]
