This is according to one NASA scientist I spoke with at the Glen Research Station up near Cleveland, fine dust being electrostatically attracted to the solar panels is a big problem. And I've physically been to both those states, looking at rocks. What I did see in Arizona was evidence of interplanetary plasma discharge, which occurred a very long time ago.
