Original Message This will sound bizarre but good to the Heavens does not mean necessarily "law abiding" or morally blameless. Both mentioned are human constructs, actually. What God and the Heavens view as Good is what moves forward. For example, today we view slavery as evil. But because it prevailed at one time, during that period, since it moved society forward it was seen as Good in the eyes of God and the Heavens. Follow? Might actually makes right.
