If they are not spraying, then 1. the earth's atmosphere has changed dramatically since I was a kid and 2. The atmospheric conditions are changing dramatically daily now.

Go watch "The Silence of the Lambs" for a really good example. There's a really big, spread-out X in the scene where they're driving to West Virginia. There are also some in "Back to the Future, Part III," in the train scene. That's just off the top of my head.
