well that certainly is an interesting equation. how would you imprison 250 million people? you simply make it very difficult to leave the country first (no fly list) and then you set up a national ID plan (ie: illegal immigrant solution)and then start making the noose smaller and smaller (state line check points)
once we have some sort of biometric national ID card, as we have said on here a million times, EVERYTHING about you will be tied to that card. want to buy a gun? first you need to pay your back taxes, your speeding ticket, we need to have our medical officer confirm your psychological profile, at the STATE hospital, etc. etc. etc.

IMHO, the only way to save this country, is to remove the tumor, and that would require a multiple EMP strike. we need to step back into the 1800's with what we have learned and start over.
