Mel Winfield suggests you need to induce a electrostatic field which will counteract the Magnus effect inside the nucleon which breaks the gravitation force. Then you can do stuff like John Hutchison did. You will need a pair of Tesla coils and a Vandegraff generator at minimum. Then you also have to account for the location of the Moon-Earth lunar orbit - favorable times for the experiment occur during perigee periods which result in increased force in the opposite gravitational direction from earth. Solar perigee also can help you out but to a lesser degree.
