Examples-- Several world leaders, many heads of industry, most politicians, violent criminals, the guy up the street from me and a couple of my relatives. The only reason some of them are alive is because it is against the law to kill them. That said, I think this is an attempt to legalize & legitimtize governmental terrorism and population culling, as is currently practiced in a number of today's totalitarian societies.
