maybe because the dispersant will alter this world eco system and maybe change the worlds atmosphere so the aliens can breath better or only maybe kill many humans,or maybe they released some mutant race into the oceans due to some accident or maybe it is a huge distraction in the hopes people don't focus on committing violence because of the crumbling economy and shows how desperate they are and hopeless, either way it doesn't matter
