That's a good news/bad news situation.

Most of the oxygen we breath is produced by the plankton in the ocean. The oil is killing the plankton.

The oil eating organisms consume oxygen as they munch away at the oil, so therefore the net result will be even less oxygen in the atmosphere.

The elite can build domes while the rest of us suffocate...

Yes, while the oil is on or close to the surface - again, as I understand it, most photosynthesis occurs between surface and about 150 feet down - we could have a massive plankton problem.

Short of collecting/sucking the oil out of the water, that's one of the reasons that using *safe* dispersant - yes, that which is proven safe and not Corexit - and hoping for storm/intense wave activity to break up/degrade the oil so it will sink have proven to be the most effective in situations past.
