So, if BP had to apply to the govt. for exploration, we may assume that the oil is the property of the citizens of the United States?

We may also assume that a royalty would have been paid into the US Treasury on each and every gallon pumped out of the well?

So, who's paying the royalties on each and every one of those wasted gallons that are gonna end up killing the oceans now?

Some senator should start pitching a fit over the lost taxed revenues, the wasting of the resource that is/was the oil.

they do specifically agree to cover any and all damages from this deep water exploration in the plan...

but I am concerned that if the likelihood of blow out prevention failure was blown off... what about the deal about presence of h2s... which they specifically questioned.

BP operates the Macondo license with 65% interest; Anadarko and Mitsui hold 25% and 10%, respectively.

Anadarko is a Houston company

It was signed off on as "h2s absent" area. whew... good news?

but interesting that caution was given since the area indicated contains shallow gas and water flow.
