A gauge attached to a piece of equipment usually is ranged within the equipments tolerances. Eg. My pump truck had a gauge that went to 120 MPA Structural failure of the pump happens at 100 MPA Now look at the pressure gauge where the black line ends on the left of the gauge. That is the max expected pressure range. Look at where the needle is. Notice there are no numbers past the black highlighted area. |

The flame you are seeing is probably from the ship thats recovering oil from the cap and this is the VOC gasses coming up with that oil being burned off.
