Indonesia’s navy ships on Thursday were intensely searching for a submarine that likely fell too deep to retrieve, making survival chances for the 53 people on board slim. Authorities said oxygen in the submarine would run out by early Saturday.

The diesel-powered KRI Nanggala 402 was participating in a training exercise Wednesday when it missed a scheduled reporting call. Officials reported an oil slick and the smell of diesel fuel near the starting position of its last dive, about 60 miles north of the resort island of Bali, though there has been no conclusive evidence that they are linked to the submarine.

“Hopefully we can rescue them before the oxygen has run out” at 3 a.m. on Saturday, Indonesia’s navy chief of staff, Adm. Yudo Margono, told reporters.

He said rescuers found an unidentified object with high magnetism in the area and that officials hope it’s the submarine.

Indonesia has about 72 hours left to rescue 53 crew members of a missing navy submarine before they run out of oxygen, the navy said.

The KRI Nanggala-402 vessel is thought to have disappeared about 60 miles (100km) off the coast of Bali early on Wednesday morning.

Six warships, a helicopter and 400 people are involved in the search.

Singapore and Malaysia have dispatched ships, and the US, Australia, France, and Germany have offered assistance.

The German-built submarine had been conducting a drill but failed to report back and contact was lost, the navy said.

Oversight lacking as companies abandon Gulf of Mexico oil and gas pipelines, federal audit finds

Energy regulators are allowing oil and gas companies to abandon pipelines in the Gulf of Mexico at an increasing rate and with little oversight while failing to monitor the integrity of almost 9,000 miles of active pipelines, a federal audit has found.

In a report to Congress, the U.S. Government Accountability Office determined that federal regulators rarely conduct or require underwater pipeline inspections.

Instead, the U.S. Bureau of Safety and Environmental Enforcement, which regulates the offshore industry, relies on reports of sheens or oily bubbles on the water’s surface and pipeline pressure sensors to detect leaks. Both methods are considered unreliable even by BSEE officials, who noted that subsea currents diffuse and spread leaked oil and gas, especially in deep water where most oil and gas production occurs, “thereby making any observed (oil or gas) difficult, if not impossible, to associate with a specific pipeline,” the GAO report said.

Exxon Mobil on Monday floated a proposal for a public-private carbon storage project that would collect planet-warming carbon dioxide emissions from U.S. petrochemical plants and bury them in deep under the Gulf of Mexico.

The plan would require “$100 billion or more” from companies and government agencies to store 50 million metric tons of CO2 by 2030, with capacity potentially doubling by 2040, Joe Blommaert, president of Exxon’s Low Carbon Solutions business, said in an interview.

Blommaert outlined the plan on Monday, about two months after the largest U.S. oil producer appointed him to run a new Low Carbon Solutions business that could profit from selling carbon-reduction technology and services.

Houston has a large concentration of “hard-to-decarbonize” industry near the Gulf, said Blommaert.

BP plc said it has struck oil at the Puma West prospect offshore Louisiana near its Mad Dog platform in the deepwater Gulf of Mexico (GOM).

The well in Green Canyon Block 821 was drilled by BP, operator and owner of the block, on behalf of co-owners Chevron U.S.A. Inc. and Talos Energy Inc., each with a 25% stake.

“We are very excited about this discovery as well as the broader potential in this area,” Talos CEO Timothy S. Duncan said. “Puma West is a great example of the class of high impact catalyst opportunities still available in the U.S. Gulf of Mexico.

“Advancements in seismic technology, operational efficiency and safety at these depths, combined with ample available infrastructure, support robust project economics,” he said. The advancements also provide “material domestic energy resources to consumers with a small environmental footprint.”

Each spring, temperatures rise and the snowpack melts replenishing the moisture in our soils and water in our local streams. Many of these bodies of water flow into the Mississippi River and eventually that water makes its way to the Gulf of Mexico. This is a seasonal reminder that the things we do in the upper Mississippi River basin have an impact on our neighbors downstream.

That’s why the 12 states bordering the Mississippi and Ohio Rivers, five federal agencies, and the National Tribal Water Council formed the Gulf of Mexico Hypoxia Task Force, or HTF. While each state and federal agency is unique, we share the goal of reducing nutrient-loading throughout the Mississippi River basin to minimize the size of the hypoxic zone in the northern Gulf of Mexico.

EIA forecasts U.S. crude oil production in the U.S. Federal Gulf of Mexico (GOM) to increase in the next two years, according to the latest Short-Term Energy Outlook (STEO). By the end of 2022, 13 new projects could account for about 12% of total GOM crude oil production, or about 200,000 barrels per day (b/d).

The GOM accounts for 15%–16% of U.S. crude oil production. In 2020, GOM crude oil production averaged 1.65 million b/d. Production is forecast to exceed 2020 levels, reaching 1.71 million b/d in 2021 and 1.75 million b/d in 2022. Since 2000, the highest crude oil production year was 2019 at 1.9 million b/d.

Large offshore projects take several years to develop. Four of the new projects will likely begin production in 2021 and nine more in 2022, according to Rystad Energy. Crude oil production is subject to geologic conditions, economics, and project timelines. The future oil markets still remain uncertain, so future projects' timelines may change accordingly.

Hurricanes are a critical element in the GOM forecast. The Atlantic hurricane season is typically June 1–November 30. Although eight new projects started crude oil production in 2020, annual production was lower than 2019 levels because of pandemic-related shut-ins and the most active Atlantic hurricane season on record. Hurricane Delta shut in 1.6 million barrels of oil production over two days in October, the highest peak shut-in of the hurricane season. However, the combined effects of Tropical Storm Marco, followed quickly by Hurricane Laura, led to 15 days of shut-ins, which more than doubled the total shut-in production from Hurricane Delta and resulted in the most shut-ins since 2008.

Abandoned Oil Pipelines Are a Disaster Waiting to Happen in the Gulf of Mexico



Seems like no one is keeping an eye on what polluters are doing in the Gulf of Mexico. For decades, the federal government has allowed the oil and gas industry to abandon almost all ocean pipeline infrastructure it no longer uses without further cleanup—and barely monitors the safety of active pipelines still in use today, a new watchdog report found.

The report was released Monday by the Governmental Accountability Office, a nonpartisan arm of the federal government tasked with reviewing spending, policies, and procedures for various agencies and departments. The numbers are pretty damning. According to GAO, there are more than 18,000 miles (28,968 kilometers) of abandoned, unused pipelines running along the seafloor of the Gulf of Mexico alone. The Bureau of Safety and Environmental Enforcement, the agency in the Interior Department responsible for underwater pipeline safety, technically requires pipeline operators to remove the pipelines after they are retired, but allows for some pipelines to be decommissioned-in-place—which, the report found, it has done for 97% of the pipelines built since the 1960s.

Even though these pipelines could still contain oil or other chemicals and pose a hazard to both the environment and human ocean activity—between 2015 and 2019, almost 90 trawlers reported getting stuck on old pipelines—the report found that BSEE doesn’t monitor the environment where the trashed pipelines are left, or require that the owners clean the pipelines left behind. The agency, in fact, does “not observe any pipeline decommissioning activities, inspect pipelines after their decommissioning, or verify most of the pipeline decommissioning evidence submitted,” the GAO found. Sounds great!

On April 19, the United States Government Accountability Office (“GAO”) released a report (the “Report”) in response to a request from the House of Representatives Committee on Natural Resources regarding the oversight and decommissioning of pipelines in federal waters, which are mainly located within the Gulf of Mexico.

The Report concluded that the Bureau of Safety and Environmental Enforcement (“BSEE”) lacks a robust oversight process (1) for ensuring the integrity of active offshore oil and gas pipelines and (2) to address the environmental risks posed by decommissioning and abandoning pipelines on the seafloor. The GAO recommended that BSEE take actions to further develop, finalize, and implement updated pipeline regulations to address limitations in its ability to (1) ensure active pipeline integrity and (2) address safety and environmental risks associated with pipeline decommissioning and abandonment.

BSEE currently requires pipeline inspections to ensure the integrity of active pipelines. The specific inspection requirements are set by region. The Gulf of Mexico Region requires operators to conduct monthly inspections via vessel, helicopter, or other means.

“The content, and its toxicity, of each individual barrel is not known,” the Shell document reads. “Within the area there are/could be many hundreds of waste barrels. Many of the barrels may have released their contents over time.”

Seventy miles off the coast of Louisiana, among a maze of drilling platforms and seafloor pipelines, thousands of 55-gallon drums containing hazardous industrial chemicals litter a vast, dark swath of the ocean floor. They’ve been sitting there for nearly 50 years.


The ocean dump would come to consume McCreery, who had worked as a geologist for Gulf Oil Co. and Chevron in the mid-1980s and for more than two decades as an environmental consultant specializing in hazardous waste remediation. He submitted public records requests to obtain EPA-issued disposal permits. He combed through company shipping logs and any government documents he could get his hands on.

McCreery wanted to know why fossil fuel exploration and extraction was being allowed on top of a field of hazardous waste and why the EPA had signed off on the dumping in the first place. More than that, he wanted to know the long-term environmental impacts, and the extent to which the federal government is studying and regulating the site — if at all.

In exchanges with HuffPost, the EPA — the agency responsible for monitoring designated offshore dumping grounds — could not point to any evidence that it kept track of the barrel field beyond the 1970s or has any understanding of the lingering effects.

the thread began with a focus on an alleged naval incident in the Gulf Of Mexico. however, the thread's focus evolved steadily. when the Deep Horizon incident caused a major oil spill, in the Gulf of Mexico, the thread's focus shifted to the natural world, and has further evolved as described above. this gradual change in the thread's focus was partly due to the use of new experimental oil-eating bacteria, to consume the oil spilled in the incident at Deepwater Horizon.
