Since when are vehicles abandoned in the middle of highways and interstates? Or does he mean from the shoulder? If so, how does an abandoned vehicle on the shoulder impede the flow of traffic? That doesn't make any sense...

I believe the implication is, as disaster becomes evident and highways become clogged, vehicles will become disabled and other drivers may exit their vehicles to make a run for it.

Move away from the Gulf Coast before you are vying for all of life's necessities (food, water, shelter) with the other 39 MILLION people who live along the Gulf coast too!

They need to move THIRTY-NINE MILLION PEOPLE ASAP NORTH and WEST.

They need to use both "safety" lanes on the shoulders of the highways as extra regular lanes on the highways.
