1 -- Hydrogen is combustive.
2 -- Now the end result might be water that don't mean simply mixing the two together will magically create water without some form of reaction.

Clouds producing rain don't fart-out rocket flames to produce the water. Hydrogen is one of the most abundant element in the Universe, as is Oxygen. It is precisely these two elements that rain water is produced from the clouds in addition to water evaporation (vapors) of the earth.
