The answer is no. The hair grows out of the folicle and when fully growen it is sort of pointed and/or tapered at the top. When you shave it you cut the end off therefore, looking and feeling thicker, when in reality it is not so.

She began shaving it, and even let it grow long for a few months, it was darker and thicker.

I shaved my head one year, and it grew back darker and thicker.

I think shaving your hair over a large area must somehow hormonally shock the area. Either because it gets more light now, or more evaporation due to less hair in the way. Whatever happens, I'm telling you, it does grow back darker and thicker.
