I do not ever see them here in Mexico, and I traval alot and work outdoors.
I see them alot when I visit the States.
I also do not see them when I am in in Central or South America.

I suspect that they are not being sprayed in central mexico or central america, but they are being sprayed in northern Mexico. But they got some good pysops going to keep people from the US scared away from Latin America. By they I mean both the US and the Mexican governments, because it is in the interest of both to discourage much immigration from the US to Mexico. For the US such immigration causes loss of capital, and for Mexico it causes inflation and dilution of culture. The wealthy are already very well invested here and further investment from the US middle class makes things worse for them, not better.
