Simply go to areas without high altitude, long haul aviation flight paths over their territory . . of course these places will probably be hard to find and difficult to get to because they are not serviced by international airlines. . . .the antarctic would be a possible candidate. . . . Patagonia, Southern Argentina, Southern Chile. . . .etc . . .
