number of government agencies (including the Dept. of Defense, the FAA, The Dept. of State, and NASA) have been developing plans for research and ultimately operational programs in weather and climate modification", and it seems irrefutable that the US govt. is messing not only with the weather, but has been changing the climate since the 1960's.
Additionally, for those that seem to think people who believe in chemtrails are ignorant chemtards, I'd like to point out that condensation trails require an excess of 70% humidity AND temperatures colder than minus 76 degrees. These conditions are extremely rare at elevations typical of commercial jet aircraft - about 11,000 meters. I've photographed many hundreds of spreading trails and checked weather sonding stations for the humidity and temperature at commercial jet elevations in the region where I live (British Columbia Canada), and ALL of the trails I've photographed formed at temperatures much lower than minus 76 degrees, and at relative humidity levels much lower than 70%.

Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere, and/or Magnetosphere which states that "weather modification is possible by, for example, altering upper atmospheric wind patterns or
altering solar absorption patterns by constructing one or more plumes of atmospheric particles..." and that
"it has been proposed to release large clouds of barium into the magnetosphere..." This patent is now held by Raytheon - a major military contractor in the defense industry. So here we have a military corporation deployed by the US govt. actually stating that they propose to construct "plumes" of atmospheric particles and to release large clouds of chemicals into the atmosphere. They may not use the word chemtrails, but that is the end result.
