Representative Brad Sherman, a Democrat from California, is the one that spilled the beans about them threatening martial law October 2, 2008 during the banker bail out bill.

I do recall that it was umpteen zillion pages long an no one was allowed to read it essentially. You know that bill had been planned for quite a long time since it would have taken them quite a while to formulate and compile a bill with that many pages.
