It can be captured and used to change the flow/speed/direction of time in a localized field. Chronostatic or Chrono-static is (almost slang) a phrase or word used in describing anything that stops time or seem to stop time. It's not used in any form for any form of radiation ect...

Yes that is exactly what was explained to us by the scientists. This Chrono-static can stop time. It will results in animals that get fried or appear crushed, it happens very suddenly. The few times I had seen it happen, it happens faster than you can imagine or see. One second the animal is alive, the next it is dead. That is only a side effect of Chrono-static though. The scientists of my time can channel the Chrono-static and used it to build a time machine.

No humans are not immune. The danger is present to humans as well. Animals often go where humans do not. If a human were flying along side some of those birds they would be dead too. Or swimming along side those fish.
