I'm leaning toward culling by Wildlife Services, using some type of experimental equipment (sonic or microwave). All the birds fit into their mandate for eliminating invasive species. I haven't dug into the fish aspect - but if they're testing some new doohickey, they could be testing it on the fish as well.
