Revent Flooding in Brisbane avoidable?

While the head of SEQ water valiantly defends the Wivenhoe operators manual thousands of homes may have been flooded unnecessarily. Surely in this day and age a computerised dam management system that has real time feeds of rainfall and river levels as well as a direct feed into BOM forecasts could provide real time advice on exactly how much water should be released at any point in time. I really think SEQ Water need to replace their 30 yr old manual with a sophisticated computerised system.
