They obviously care so much perhaps they should check the stores canned food supplies being sold to the people, or perhaps check the skies and air quality??? Then of course they could check the floride and chlorine content in the water,but then that list could keep the too busy??

If you permit the government to check your every move, property, and thought without limitation simply because you have 'nothing to hide'... you are essentially surrendering your freedom and rights granted to you by the Constitution. Recall that the ideals of the Constitution were written "...by the people, for the people" (let's not get into a huge debate regarding whether it really was or was not)

This story exemplifies what other posters have been commenting and outraged about, the fact that the government demands access to your property in order to assure that you are not doing anything illegal. Our justice system is supposed to operate based on the idea of "innocent until proven guilty" and as other posters have briefly discussed, this means a search warrant is required and to obtain a search warrant, a law enforcement agency requires "probable cause" (some means of proof that indicates a crime has likely been committed).

What was just discussed normally applies to criminal matters only. This appears to be a civil law violation (separate from criminal law) for dumping the water from a personal home into the sewage system. The notions of search warrants and the like are not necessary because it is not criminal, therefore the government has more leeway to exercise rights over an individual without checks against power. The outrage here is the fact that the government is circumventing a check against power by not criminalizing the sewage violation and can just make in-person inspections upon the house. Be aware though that whenever the power company does a reading on electric use at home, they too trespass with implied consent on your property. This same idea is what the government applies in the present case.

I personally think that this inspection is within reasonable boundaries of government control as long as the homeowners receive notification of an upcoming inspection rather than a "random" show-up. It's not like people can or really need to hide how they are dumping water into the public sewage system.

I do find it unjust that they consider persons refusing to accept inspection as a property that "will be considered a source of clear water discharges until an inspection can be conducted." I think that if a homeowner refuses inspection, the government must summon them to court to demand either satisfactory proof that the house is within the regulations or to demand access to check the house's property with court authorization. At least that would be the fair and just means of achieving inspection.

This is what I've been trying to say. And they are not going into your house to look at your dirty underwear or your gun magazines. They are looking outside.
You pay a water/sewer bill and in some areas taxes every year for your water service.
Checking the properties in the town/city when there is excess infiltration is a PART of the service you are paying for. If you want to look at it as a violation of your rights then you have some paranoid issues, and maybe you should move to the country and get a well and septic system.

I do find it unjust that they consider persons refusing to accept inspection as a property that "will be considered a source of clear water discharges until an inspection can be conducted." I think that if a homeowner refuses inspection, the government must summon them to court to demand either satisfactory proof that the house is within the regulations or to demand access to check the house's property with court authorization. At least that would be the fair and just means of achieving inspection.

Opps.. I screwed that one up.. they do not want this 'clear water' aka "to prevent water from sources such as sump pumps or downspouts from being channeled into a water treatment process." being sent to the water treatment plants, but I wonder what is wrong with going ahead and capturing that 'clear water' and treating it too, as sump pump water can have a number of different contaminents in it as well, as can your roof's downspout water, like bird shit in you gutters.
