More and more stories like this make me think that each state and the fed government needs an enforcement arm that has some teeth to investigate and handle these things.

Then you ask who will watch the watchers? Each state and fed government should somehow appoint or elect the folks that reside on said committee.

Without something like this in place it seems that the people in power can get away with all kinds of treachery.

They don't care about profitability, saving money, etc.

And as a CHMM who has run full RCRA Part B facilities, I've dealt with Federal and state EPAs first hand. A government agency doesn't give a shit about the cost of disposing toxic material. They aren't a business. Cost never enters their thinking. Why would they dump the shit into waterways? The reason businesses do such things is to avoid the insanely high costs of disposal under RCRA and CERCLA.

It's a small part of the story, but it doesn't really add up.
