I think according the the US government, an empty cooler or unattended backpack could be considered a WMD.

I remember back in the day, when you saw an unattended backpack you would think to yourself, "sweet! someone lost a backpack, lets see whats in it!". If you were lucky, they had a TI-83 calculator and possibly money.

Now when people see an unattended backpack they immediately assume its something nefarious.
