I saw a helicopter hovering over route 128 the other day in massachusetts and there was no traffic at all so I don't know what it was looking at. There is a nuclear power plant in plymouth, ma which has the same design as the fukushima plant and was commissioned the sam year. Perhaps they are monitoring any nuclear disastors all over....although we don't get earthquakes in massachusetts.
