The conclusion is that people born on a military base are born on American soil, therefore are natural born citizens. The important part is the qualifications to be a natural born citizen. Obama was the co-sponsor of the resolution, so he would have to agree with the qualifications. It is very specific. A natural born citizen is born on American soil. A natural born citizen is born of two American citizens. McCain qualified because at the time, the canal zone was American soil. Obama does not qualify because his father was a British subject that never even tried to become an American citizen. Even though he was apparently born on American soil, his father was not a citizen, therefore he is not a natural born citizen by the definition that he quoted in the resolution. By his own admission, he is not eligible to be POTUS!
