I believe this is true of only people born outside of the United States on a mlitary base. No. They have to have been born on a military base in the Panama Canal Zone in 1936. If not, according to the argument presented by OP, they are not natural born and therefore ineligible to run for president. The conclusion is ... The only concluded, actually resolved, is that McCain is a natural born citizen. If you are going to use SRES 511 in a manner it was never intended and claim it decides the issue of what is natural born, you can't pick and choose the conditions you like and don't like to suit your politics.
