Houston is not comparable to New Orleans. Houston is far enough in-land that we won´t drowned here. We have no Mississippi river and no Lake Pontchartrain. We are not below sea level.

Oh, we flood here, we´ve had several disasterous floods in the past few decades. We had a 100 year flood event in June of 2001. But the water does not sit for days on end. The water goes down. We help each other with cleaning up the mess and start living again. And since that flood many flood control projects have been built to help handle potential flooding better.

Bad things could happen here in the near future, sure. It is always best to have a plan just in case. However, whatever happens when or if it happens will not be the result of Voodoo Bullshit, or the wrath the desert jen allah, or whatever.
