The president of Bulgaria (Georgi Purvanov since 22 January 2002) is directly elected for a 5-year term with the right to one re-election. The president serves as the head of state and commander in chief of the armed forces. Lithuanians will not vote in a referendum on whether to introduce the euro in the Baltic state, after parliament failed Thursday to pass an initiative to hold a popular vote on the single EU currency.

Only 37 legislators in 141-member parliament voted for the referendum, 16 were opposed and 28 abstained. The other 81 lawmakers were absent, which is not unusual.

A simple majority was needed to pass the resolution, which was put forward last week by the opposition Liberal Democrat party, headed by impeached president Rolandas Paksas.

"We should not repeat a situation such as that when the parliament ratified the EU constitution without finding out whether it has the support of the Lithuanian people," Paksas said as he lodged his party´s petition to get parliament to vote on holding a referendum.

Are black people more prone to violent crimes than white people? Has the FBI done a statistic study? Did they base it on a per capita? Does it sustain that person to person a black is "8 times more likely to commit a violent crime than a white person"? Is any of this true?
