The charge of any particular area can attract or repell storms.
Where I live many of the summer storms coming either from the East or the West split and go to the North and to the South of us. We don't get as much rain as surrounding areas because there is something here that repells the storms.
I'm in Florida, and yes, we get rain that comes from either East or West.
