It's not a waterlogged dog. Over about 7 or 8 years I've seen 4 of them on 3 different occasions, two of them close up. When people see them it's hey a coyote and then "what is that." I'm in central texas 70 miles southeast of Austin.

On topic: For starters, the two they talk about look nothing alike. Given that, I think they're just coyotes with varying birth defects/disorders at different stages of decomposition.
