Then they are given a plethora of weapons and told: "Get 'em before they get you!" When they happen to hospitalize or even kill a citizen they have the 'Thin Blue Line' to back them up. And TPTB love it because they want the citizens to cower and be fearful of cops and they want the citizen to learn to take orders. It is working remarkably well.
