As much as I love the local officials standing up to FEMA, we must realize that there is the possibility of a downward spiral...

These types of challenges have been rehearsed...

Something frightening happened in Kingsville, Texas on Monday night, February 8, 1999. My intelligence comes from sixteen days of coverage comprising twelve documents from WorldNetDaily [link to www.wnd.com] reporter, David M. Bresnahan. What follows is a summation of the events to the best of my knowledge. I would much appreciate corroborating intelligence from independent resources not affiliated with WorldNetDaily. Their coverage and analysis is usually excellent, but for accuracy in reporting other sources must be exploited.

Kingsville, Texas
990208

OPERATION LAST DANCE

The only warning to residents came from flyers distributed in a limited area shortly before the mock attack began. Very few residents or business owners reported seeing the flyers.

Secret Joint Army/Police Training Exercise in civilian occupied town lasting several hours.

The United States Army Special Operations Command was conducting a training exercise in our area.

Asst. Police Chief, Arthur Rogers

Local officials claim they were sworn to secrecy. The Army wanted the exercise to be conducted in a realistic environment.

Mayor Phil Esquivel and Police Chief Felipe Garza reported they were sworn to secrecy for national security reasons.

They asked me to keep it secret. I respect national security. It was very well controlled and no one was hurt. It didnt expend city taxpayer dollars. It did not put citizens of Kingsville in jeopardy. Were supporting national security.

Mayor Phil Esquivel

It was a training exercise that would insure national security if we ever need it. I was asked not to disclose what armed services or what division of the armed services it was in, but it is supporting national security.

Mayor Phil Esquivel

8 Low flying, unmarked, black helicopters with rapid deployment forces (Delta Team) rappelling into town. Explosives and live, automatic small arms fire from ground troops verified by Army.

Knight Stalkers: elite unit from the Delta Force (trained to conduct assassination missions, according to several retired military officers who had served in various special operations assignments) named, using live rounds (training rounds have plastic bullets and not a full load of powder). The claim of training simunitions is disputed by anonymous active-duty Army captain. Spent .308 ammunition (suggesting heavier, mini-gun employment or foreign weapons usage) and shotgun shells marked “HATTON Pattern Solid” were recovered.

Night Stalkers: 160th Special Operations Aviation
Regiment specially trained helicopter regiment stationed
in both Fort Campbell, Kentucky and Hunter Army
Airfield, Georgia. Training includes high-speed, treetop
level flight at night.

Members of the elite Night Stalkers and the Delta Force are now located at Fort Sam Houston, according to Phil Reidinger, public affairs officer.

We paint them black so that the bad guys can´t see us coming. I dont know what X-Files episode started the paranoia about the black helicopters. [Note that statement if you plan on doing any research on black helicopters and the associated conspiracies.] Those are American pilot with American soldier who love this country in those helicopters. [Note: the basic denial of multinationals, it will come up again.]

Zumwalt, anonymous soldier explaining to crowd at presentation at The Corpus Christy City Council.

One recent night training exercise included seven Pave Lows receiving four inflight refuelings each during a nearly eight hour flight. The exercise concluded with the helicopters arriving within two seconds of their target time and unloading thirty men each in 5 seconds.

Terry Griswald & D.M. Giangreco, U.S. Special Forces: Delta Americas Counterterrorist Force, 1992

I should have more detail on these elite units soon.

Damage to police station (fire/considered destroyed, helicopter hit a telephone pole) and a nearby commercial building (helicopter landed on the roof/extensive damage, back door blasted). Evidence of bullet holes in walls, explosions from grenades, and other explosive charges could be seen (photographic record exists).

If there was any damage done, they were going to repair it, but I havent gotten an assessment of the properties.

Mayor Phil Esquivel

The Army Special Operations Command at Fort Bragg, North Carolina, has confirmed the event was the kick off of a series of similar training operations (@least 5) going on in Kingsville, Corpus Christi, and Fort Sam Houston. Additional training events will take place each day until Feb. 20. Austin, Annaville, San Antonio and Calallen also report operations.

One witness to the exercise told WorldNetDaily that the Soldiers appeared to be multi-national, but this could not be confirmed.

WorldNetDaily was denied permission to witness other events.

The press cannot observe because of some of the tactics that we use. We do try to protect those. Another is safety.

Carol Darby, civilian public affairs officer for the Army Special Operations Command at Fort Bragg.

San Antonio Chief of Police Al Philipus complained of attempts to bribe him into letting the Army Delta Force into his town for training exercises.

The Army was doing some sort of extraction type thing. They used eight helicopters. Our training involved sealing off the area, as if we were involved in taking care of a hazardous materials type incident. We were rerouting traffic and making sure there was no civilian foot traffic in the area. So we got quite a bit of training in that area. The only participation on the part of the Kingsville Police Department was in a hazardous materials training session. We did not participate in any way with what the Army was doing. Lt. Judy Hayed of the Kingsville Police Department told Alex Jones, an Austin radio talk show host. Throughout the interview with Jones, two men in black SWAT team uniforms stood behind her. Jones believes it was an attempt to intimidate him.

The Kingsville Fire Department was not given notice of the exercise, and it was not invited to participate in the alleged hazardous materials training, even though it would be called in if there were a real event of that kind.

Federal Emergency Management Agency coordinator Thomas Sanchez is the head of emergency management for Kingsville, also served in Naval Intelligence (internal investigation type services). He describes the scenario the Knight Stalkers most likely acted upon. He was not invited to take part in the alleged haz-mat exercise.

I can tell you specifically. In my humble opinion, based on my background, the scenario if I were creating this ops plan [is that] martial law has been declared through presidential powers and war powers act, and some citizens have refused to give up their weapons. They have taken over two of. They have taken over two of the buildings in Kingsville. The police cannot handle it. So you call these guys in. The show up and the zap (what does that mean) everyone, take all the weapons, and let the local P.D. clean it up. In urban warfare, the militarization of the police, this thing got out of order. The citizens did not comply with executive order so and so. They refused to give up their weapons Its a done deal. I think theres some U.N. folks involved in this thing too You know, we took an oath when we got sworn in to defend our country against foreign and domestic enemies. It doesnt say what kind of domestic enemies. It could include guys in black uniforms in the assassination squads and so on.

Thomas Sanchez

Sanchez states that the military exercise in his town was illegal under the Posse Comitatus Act, but he says that Presidential Decision Directive 25 has given an exception to Special Operations. He believes the men involved have total immunity from any legal action against them. Although PDD 25 is top secret, Sanchez has seen it because of his position with FEMA, and he has a security clearance. He would not provide a copy to WorldNetDaily. Presidential Decision Directive 25 is the document being used to authorize the military to participate in domestic police action. Only a brief summary is available to the public.

There was a group of people, unidentified, who got into possession of some classified material without a hand receipt, Reidinger explained to WorldNetDaily of the scenario for the [Fort Sam Houston] exercise. So they can get it. Thats what it was (laughing).

Gov. George W. Bush, R-Texas, says it is not his job to get involved in the concerns over Army Night Stalkers using live ammunition in a civilian area of his state.
