4 million homeless children in Russia alone, many of them from broken families, parents who refused them, or abandoned by the state because of lacking funds

heck, I was homeless for a period of time and our group ranged from black children from africa to blond hair kids from ukraine to mongolian children, etc.

I know that,but I am just telling you the details of what happened. The same thing happens all countries so I don't see why China is singled out.

What you tend to forget OP is that less than 100 years ago the Western World had no child labor laws and protections for children.

Being a child was not an excuse, and many were treated just like adults when it came to theft.

And for the most of history that is how children were treated.

This 'be kind because its a kid' mentality is a new thing, many cultures have not adopted it in many areas of their society.

A thief gets punished.

Children are like play dough they will do what you teach them. It was wrong for the child to steal, but do you teach to treat one negative with another? Discipline in a positive way. It makes for a better man. The child will grow up and the experience will diminish. However now the child is learning to deal with situations in a negative way. Whatever mold you make of them tends to be permanent. We need to start molding in a positive way. Teach understanding, AND self responsibility. These are positive ways of discipline.
