So, I wonder if this might have anything to do with agencies and departments spending to their funding? That is, the old "use it or lose it" that permeates .gov? If they spend it all (body bags, filtration stuff, all the LTS food that was purchased) then they can say "See, we need more dollars because we spent it all!"
????
How might this tie into fiscal quarters and funding?

So, this is the end of Q4 for the Federal govt. I stand corrected, but for the life of me I know we have had bids to “use up” monies in the 4TH…Oh well…my bad…sorry
