So, I wonder if this might have anything to do with agencies and departments spending to their funding? That is, the old "use it or lose it" that permeates .gov? If they spend it all (body bags, filtration stuff, all the LTS food that was purchased) then they can say "See, we need more dollars because we spent it all!"

How might this tie into fiscal quarters and funding?

I deal with a lot of Fed and local gov spending and if they want to “use up” the remaining funds they do it in the 4TH The Federal fiscal year ends Sep 30, the new fiscal year starts Oct 1. So, this is the end of Q4 for the Federal govt. I stand corrected, but for the life of me I know we have had bids to “use up” monies in the 4TH…Oh well…my bad…sorry It is possible the contracting office had the $ committed in the federal Q4, but the contract was not obligated until later. I must add, it has been over 10 years since I worked in a govt budget office, so processes may have changed since then.
