Because state schools vary in quality and cost, and no taxpayer in any state should subsidize kids from another state.
In my state, in state student tuition at the state U is $12k, out of state 27k--my sister who lives in the adjacent state, sends her kid to my state U and pays the 27k--thhe kid still likely wont get a real job when she graduates in December.
