I do not think you are taking all the verses in the chapter into account.

You are correct that one of the details about the four beasts of Daniel 7 is that they are said to be 'kings'.

"These great beasts, which are four, are four kings, which shall arise out of the earth." Dan 7:17

The Bible does not refer to 'kings' exclusively as individuals. Is there ever a king without a kingdom? Not if he is officially called 'king'. Thus, the Bible does not refer specifically to individuals, but the kingdom as a whole. Notice verse 23.

"Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces." Dan 7:23

Here we see that the beasts are indeed called 'kings', but when Daniel is being given the explanation of the vision, the 'kings' are referred to as 'kingdoms'. This makes further sense when we take into account that, should the word 'kings' refer to an individual, that individual would have to have lived as long as that particular kingdom existed. Since the fourth beast represents the Pagan Roman Empire, this 'king' would have to have lived from 168BC all the way to 476AD, an impossibility.

In its fullest sense the beasts are described as 'kings' and 'kingdoms' to indicate that each is a separate kingdom and each has a lineage or ancestry of emperors/kings... This continues to be true when we get to the Little Horn, the Roman Catholic System.
