I heard from a friend in Galveston today he was hand cuffed while being tased

Raymond Luther Allen, 34, died Wednesday afternoon at the University of Texas Medical Branch, said John Florence, a spokesman with the Galveston County Medical Examiner’s Office.

The medical examiner would rule on the cause of Allen’s death after completion of an autopsy scheduled and… a toxicology report, Florence said.

Texas Rangers look into death of Tased Galveston man

The Galveston agencies asked the rangers to investigate the death of Raymond Luther Allen Jr., 34, of Galveston, Ranger Joe Haralson said.

"We don't do it because we think the police are criminally culpable," Haralson said. "We do it because it needs to be done and it goes where it goes."

GALVESTON — A man in police custody, who was shocked with a stun gun, has died, authorities said Thursday.

Raymond Luther Allen, 34, died Wednesday afternoon at the University of Texas Medical Branch, said John Florence, a spokesman with the Galveston County Medical Examiner’s Office.

On Monday, a Galveston County Sheriff’s Office deputy, who was waiting to meet friends for lunch, spotted Allen, Galveston police Sgt. John Courtney said. Allen appeared to be intoxicated on an unknown substance, Courtney said.

Witnesses told police Allen jumped, apparently twice, from the second story balcony at the Beachcomber Inn, 2825 61st St. Authorities didn’t believe Allen was a guest at the motel, although they towed his sport utility vehicle from the motel’s parking lot.

He was NOT handcuffed when he was zapped. He was zapped so that he could be handcuffed.
