A former senior RAID (special police force)negociator told journalists that they were waiting to force the shooter to think about it.

The booming sound heard before was due to the RAID : they explode a door and created a hole in a wall.
They want to force the shooter to be in the smallest place to make the assault easier and safer.

IIRC they want him alive, presumably to avoid there being riots in Algerian communities in France in the next few days.
