If you happened to hear the shots fired from the fourth floor of the Hanover Hospital late Thursday morning, what you heard was a test.

In partnership with the York County Quick Response Team and local law enforcement agencies, the independent hospital held a training exercise to evaluate the effectiveness of its emergency response plan within the scenario of an armed intruder having entered the hospital, creating a hostage situation.

"These situations are very dynamic," said Stephen Ricker, emergency management coordinator at Hanover Hospital, as an eight-person SWAT team swept the building, looking for two perps who were portraying disgruntled family members of a dead relative. "We have about 40 staff members actively participating from our safety and security office."

In the parking lot beyond the emergency room sat two buses manned with people orchestrating the scenario, throwing curveballs at various times to keep the SWAT team guessing.

"We didn't plan this, but one of the perps was friends with (an actual) patient here today, so now there are three people they're going after," Ricker explained, noting that it is good practice since situations such as the one that was played out can change at any moment. "Our job is to secure the hospital and make sure everyone is safe."

Hanover Hospital practices about a dozen simulated test exercises every year according to Ricker.

Hanover Hospital and York County Quick Response Team Partner for Training Exercise

Hanover Hospital, in partnership with the York County Quick Response Team and local law enforcement will conduct a training exercise on April 26, 2012. The purpose of the training exercise is to evaluate the effectiveness of Hanover Hospital’s response plan within the following scenario: an armed intruder will enter the hospital and create a hostage situation.

Approximately 50 individuals from the York County Quick Response Team will be engaged in the training exercise in addition to hospital staff. Responders will be on the hospital campus in full uniform and additional vehicles and equipment will also be on site.

According to Steve Ricker, Emergency Management Coordinator, “Hanover Hospital is committed to the safety of its patients, staff and guests. In order to provide a higher level of safety and security for the hospital, it conducts various trainings throughout the year. In spring of 2011, the hospital conducted an Active Shooter Training with several members of the York County Quick Response Team. This year, the hospital will expand the training with greater staff involvement as well as significant participation with the Response Team for an extended period of time.”
