Gloves in the mailboxes...

An odd thing happened this past Saturday. There is a small neighborhood located in a fair-sized city about an hour north of Atlanta. The local postal service placed latex gloves in each of the mail boxes; each pair was laid upon the top of the mail. This was not an isolated, onsey-twosey thing. All of the mail boxes within the neighborhood had this done. Do not know if this was city-wide or just an isolated incident.

Any ideas as to what is happening or perhaps the some logical reasons behind the postman placing these latex gloves on top of the mail inside the mailbox itself?
