There are tickets for these things and usually it works without the use of violence. Oh, yes, maybe next time the cop should just beg her to "please" sign it. No, when a cop tells you to do something just do it, or he or she is going to make you do it! "Ask first, then Tell, then FORCE" is how it goes. It seems like some people just want anarchy with no respect for the law. No one has to beg anyone least of all the police person. A simple request is adequate. Since it is just a traffic ticket there is no reason for force to be involved at all. The escalation to force is a litte more complicated than your simple minded understanding. And is certainly not justified in this case. Apparently you are one of millions who believe in servility and instant boot licking compliance toward a costumed badge carrying servant. No matter what. This attitude has brought us to this point. To the point where a pregnant woman can be tased with impunity. So if a cop tells you commit a criminal act or commits a criminal act on your person you just "do it"? Or if the cop orders something that threatens the loss of life, limb or eyesight to someone else? You will "just do it" because the cop ordered you too?
