Due to the apparent mission and the parameters involved, I would expect cover of darkness to be crucial for both ground, air and combined efforts. Also, the first Gulf War began just after the new moon, and the Syrian reactor was taken out when the moon was near its third quarter, and I could be wrong but had the impression that the Iraqi reactor was destroyed on a new moon as well. I've noted oil prices often spike around the new moons, not always, but frequently. Has anyone else been watching oil prices as we approach new moons?
