I'm not so sure about the Hoax part;
The Moon IS in the Perfect Place to build a
Global Manipulation Machine;

'They' have had Untold Time, and Untold Wealth,
to make ANYTHING happen!

I've always thought of the Moon as
'The Matrix Machine', (after seeing Truman!)
Anyway, all things, considered to date,
give me cause to think Op is telling us some kind of Truth,
mixed in with a bit of misdirection;

As usual, discern for yourself;
but maybe it'd be good to assimilate this 'hoax', imo.
