This is China, they don't worry about shit like that, that's why all the companies move their factories there, no health and safety regulations to speak of. It's very easy to get yourself killed in China if you don't pay the fuck attention and watch yourself. I've walked on crowded sidewalks with open manholes because the manhole covers were missing. Anyone not paying attention could easily step in the damn thing and be seriously hurt or killed.
